Continual Network Activity?

I installed this software, and ever since there is constant network activity sucking bandwidth, even with the program off. I've deleted all the torrents but the program is still showing that is is updating DHT, and there is download and upload activity as well.

Also, if I stop all traffic in Outpost uTorrent still gets through, as there is still traffic in my Network Connection Status window.

Is this normal behaviour?

DHT works independently of any running torrents, so naturally, it's going to keep running even if you don't have any torrent jobs in the list. As for network activity while the program is off, I'm not sure what to say. A program couldn't continue network activity if it is no longer in memory (and µTorrent doesn't stick around in memory if you exited it). If you're seeing incoming connections for µTorrent while µTorrent is off, then that's normal, as other peers cache your IP:port; there's nothing you can do about those.
