Limit upload speed problem

I have been trying to limit my upload speed after a torrent has finish downloading

So I tick alternate upload rate when not downloading and I also tick limit local peer bandwith.

The maximum global connection is 100

but after downloading the upload rate doesn't fall down below the upload rate I set at

Any ideas what the cause of this is?

Alternate upload rate when not download works only if you have no torrents downloading -- it doesn't work on an individual torrent job level. There is no way to really limit the upload rate automatically after you finish downloading -- only when you finish reachng the seeding goal.
