speed and pausing taks

i have XP SP2

i have cable 2Mb dl / 125Kb up

i have NIS 2006 firewall

i have utorrent allowed in all ports in NIS (norton internet security)

i (like a lot of people) have bad dl speeds (average 4KB)

now i noticed that everytime i "pause all tasks" my dl suddenly jumps to 25/30 KB everytime.

obviously i ask, should i allways pause all tasks to get good dl speeds ?

also, even when my up speed is 0.5, i am allways getting "page now found" in ie6

any aplication cant access internet (probably due to timeouts) everytime i am running utorrent.

i close utorrent and suddenly i can access the internet
