Network Configuration, yellow sign

I downloaded PFConfig from portforward.com and had it forward port 28047 for me , but Utorrent still shows the yellow sign at the bottom and my speeds are really slow (10-20kb/s).

I have done the speed test and my download speed hits 800kb/s

This is my set-up,

router - LINKSYS WRT54G

op.sys- WINDOWS VISTA

could somebody please help me figure this out,
