The Scheduler on the MAC OS X is not there?

I use the Scheduler on the PC version of uTorrent. Reason is that my ISP has peak and off peak. Peak is where I'm allowed to use 7 Gig of my 21 Gig (between 12:00pm to 11:59pm) and off peak where I'm allowed to use 14 Gig of my 21 Gig (12:00am to 11:59am). The scheduler is heaven sent on the PC, I am primarily a MAC User. Are you going to add the scheduler to the Mac OS X version?
