Error! Port 38273 does not appear to be open.!!!!!!!!!!! HELP

i m using a LAN based internet i.e. i have given a IP and server's ip to connect with.

my problem is that when ever i want to use utorrent or any other torrent software it don't download and a yellow triangle appears in status bar. and if i check " test if port is forward

ed properly.

it says "Error! Port 38273 does not appear to be open."

i have tried every fing e.g. disable ma firewall but all in vain

and i m new here so i dont know is there any topic lyk this. so plz help mee
