New Connection, Strange Problem

So I recently moved my computer into my basement where I am going to use a wired LAN connection. I was really looking forward to it, until uTorrent displayed that there was 'No Incoming Connections' and I haven't gotten much over 15kB/s since. However, my computer has been more than generous as far as uploading goes. I am not sure how to change this under the new connection's settings and I would really appreciate it if someone could tell me what I am doing wrong.
