Speed Issues/Red Light

I have opened the port that I am currently using, however, the red light is still appearing. I have cleared all of the firewalls that are operating, and the re light is still appearing. I have tried many other websites, looking for was to resolve this issue, but I have been unable to find a solution. However, I am able to get download speeds of up to 100kB/s occasionally, though that average is somewhere around 10mB/s.

If any of you know what to do please let me know.
