update tracker causes download speed goes down to zero

At regular interval, the speed graph shown that the speed goesdown to zero before going up again.

At first I thought it was my ISP that cuases this issue, but, when I manually select a torrent, and right click, and sect update tracker, I found that I was able to to replicate the above.

I believe it is likely one of the setting that cause it, appreciate some advise on this.
