no windows firewall

hi i have a cut down ver. of windows xp it has no firewall installed not even windows own,but i get the problem of Error opening Windows firewall: 0x80070005 Access is denied. since i have no windows firewall how can i solve this problem,i dont seem to hav problems with downloading but i always get the triangle,and sometimes the red circle,iam not sure if this is causing any problems,but most downloads are ok

This error is shown when utorrent was not able to give itself the permissions in the firewall.

No firewall running or existing = error
