Bug in built-in tracker

If IP present in announce request, then built-in tracker lost port number. It's important, because of IP must be specified in local client, or in announce will be just localhost and seeding impossible.

Here is example (announce, decoded by me, attention to last string, I expect 23578, but 0 found):
