add a help link/icon to every entry in preferrences

Click the icon to open a web page explaining wtf is going on.

For example:

Seeding While [Default values] Ratio is: <= ...... % or seeding time is <= (min)

I don't think that makes a lot of sense to a newbie.

Also, some features currently require testing before one can really see what is going on.

For example:

Automatically load .torrents from: .....

renames all .torrents into ".torrent.loaded" one may want to make a backup before that happens.

We could have those sexy blue icons with the question mark on em.
