Manage your uploads

I am trying to manage my uploads so that everyone can be happy.

I've got 38 files that i download. To be able to have a good upload speed i am able to upload 8 files at same time with a total speed of 180.0Kb/s.

I realize that sometime not all the files that i am seeding is active and perhaps some that are in the queue for seeding perhaps could be seeding and active. Is there anyway to manage this.... putting the one's that are seeding but not active for queueing and some of that are in queueing replace the one's that are seeding.

My intention is to have 8 uploads always active!

Is there anyway has well to manage the time that are seeding are replace for another one automactically?
