Upload limit resetting on new goal

I have set µTorrent to limit the upload rate to 5 kB/s upon reaching the seeding goal (150% ratio). After downloading just a few files from a torrent, the seeding ratio reaches 1.5, high enough for the upload limit to kick in.

When queueing more files, the upload rate is unexpectedly still limited, which then usually limits the download rate. This is surprising, I only want the upload rate to be limited after I'm done downloading the needed files.

I propose that when enabling a new file to be downloaded (by setting its priority from skip to low/normal/high) the upload rate limit to be ignored until all its requested pieces have been downloaded.
