Speed Cap?

Hey

All until recently utorrent has been working fine. but a few hours ago my speed starting dropping and has got stuck at 3kB/s hasnt gone more than 4. when i do a speed test i should have 2 megabits speed. I know its not the torrent because i have tried an official torrent and i was connected to 50 seeds and still get no more than 4 kB/s. it may be my ISP throtteling? If it is how can i stop them from doing it? my download is at 90% so i wouldnt mind if its short term
