my torrent takes a very long time to start downloading

after many months of hassle free downloading,i'm facing numerous problems with utorrent.

I get various error messages:

1. Error opening Windows firewall: 0x80070005 Access is denied.

2. Got Teredo Address: 2001:0:4137:9e76:2423:c05:c45a:a45b

3. Port not forwarded properly.

So,i checked my firewall,it's allowing Bittorrent.Then,i checked if my port was forwarded properly,it was forwarded.Still my bittorrent wasn't working.Then i uninstalled it,deleted all the registry files associated with it.And,installed it back,still it was not downloading.Then i tried utorrent,it was working but was very very slow.What is the problem? Is my ISP blocking torrent?
