"Windows cannot access the specified device, path or file."

Hello every one,

So, I have been a utorrent user for many years now, but until now I have not had any problems.

For some reason, when I try to run utorrent it decides to give me this error message:

Windows cannot access the specified device, path or file. You may not have the 
appropriate permissions to run the item

I am an administrator and I have already tried right clicking and pressing "run as admin". Also, I though of reinstalling it, but when I try to uninstall it, the same thing happens!

Never mind. I just realised my stupid school IT people introduced some new restrictions.
