Error: It seems like µTorrent is already running, but not responding

Been using utorrent for years, tried to upgrade, and got the error message.

I have Googled this problem and seen everything from "you're internet is probably slow" to things about people's anti-virus.

This is clearly a utorrent issue affecting the users who are upgrading, what is the fix? I have uninstalled the old version, given the computer a thorough scrub down, and yes of course, I have rebooted.

So what is the deal with this?
