My download speeds are tempremental

When am downloading am getting really low speeds and only on the odd occasion do I get "normal" download and upload speeds.

When my downloads are working at normal speeds I get inbetween 500kb to 1mb download speeds now am trying to download the spartucus series and my download speed is 1.7kb and my upload goes on and off at 0.1kb which I find really hard to believe to be normal.

Now am not the best on computers so please if you can help please explain to me in simple terms thanks
