Return the option for change I/O priority

In early version was the option diskio.low_prio_disk to change I/O priority. 3.2.3 version has Background I/O priority. Since 3.3 version I/O priority is Normal.

I am using 3.3.1 version on my laptop. He has single HDD for system, games and downloads. And when utorrent is downloading or seeding very hard to do anything else. Resource Monitor on disk's tab always shows 100% Highest active time.

I am using Process Lasso for change I/O priority to Background. In this case 3.3.1 version works like 3.2.3 and i can work fine. But i would like build-in option for this.
