connecting problem

A friend of mine has uTorrent, we both  live in the same city in Australia however his copy of uTorrent  within the bandwidth options gives him choices of Sydney AU and New Zealand, my copy doesn't give me these options, only France, UK and America. Is there an option l have not noticed or someway l can fix this.

Also, using XP and l cannot open a port at all, choose the random option and the firewall picks it up and l unblock but it does not work. Using the port foward option in my router following portforward.com instructions does not work either. Is the server the computer l am using and want the port forwarded from? i.e l open command prompt and ipconfig, this gives me the computers internal ip, is this the ip l use?
