uTorrent not seeding at all after downloaded, seeding 10kb/s

I had the current build of uTorrent and torrents were downloading fine but upload speeds were capped at 10kB/s while downloading and the speed test would fail completely. Updated to the beta and now the speed test says everything is fine but my upload speed is still completely dead. 

 

EDIT: I should add that regular uploading is working absolutely fine, getting speeds of at least 100kB/s which is good considering i'm currently  in the middle of nowhere.
