Download speed drops drastically below cap speed when imposing cap. Stable download at 1MB/s at unlimited speed. It's as fast as my dsl line will go. Switching to 750kB/s reduces download to +/- 250kB/s. Unlimited gives me 1MB again. Switching back lowers it to sub 300 again.
