Changing a Torrent DHT Status. Can you do it

I am new at torrents so please be kind if this is a stupid question.

I have a private torrent and the health is only 50 percent.

The tracker is refusing my connection and says I can only seed and not DL.

The site is POTUK.com

In uTorrent it tells me that DHT is not enabled. However the selection is grayed out in the properties so I cannot enable it.

In the summary, under TRACKER, the DHT Status is" Not Allowed"

Is there a way to ENABLE DHT in a torrent like this
