Windows Firewall error message

I get the following Windows firewall message when I try and open up uTorrent.

"Error opeing Windows firewall 0x800706D9"

I have disabled Windows XP firewall and deleted the uTorrent entry in the Norton Internet Security package that I use but uTorrent still comes up with the error message.

Anyone any ideas ?
