Your modem may have a built-in mini-router or firewall that needs to be configured or disabled.

Your anti-virus software might have "internet security" (read: software firewall) that also needs to be configured or disabled.

That leaves possibly your modem or Windows XP/Vista's firewall as possible stoppers.

It is even possible your ISP firewalls your connection by default. It protects their customers from some virus attacks...and those that need otherwise may be able to get unfirewalled just by asking.

Have you asked your ISP if the connection is firewalled/shielded or NATed?
