Firon
You setup a proxy and it doesn't work. Change it to one that does, or remove it altogether.

Firon
Check the preferences. And if you have a proxy set in IE, you might wanna remove it.

Firon
The proxy you have set likely doesn't work. Try using another one, or don't use one at all (if possible).

Firon
Your firewall might be blocking everything. Failing that, it might just be your ISP.
QualAss
Alas! I have encountered this particular error as well. Since due to my employment requirements I must use TOR, Vidalia & Privoxy I decided to do a wee bit of troubleshooting. I have identified the anomaly to be inherent in uTorrent 1.8. If you back down to uTorrent 1.7.7 eveything works as advertised. [At least that did it for me]. Good luck!!
Firon
Proxying works fine here. I use it 24/7.
