Alllow queue.dont_count_slow_ul to work for high-priority seeds

Hi, everyone,

I suggest an option to ignore all seeding torrents if their upload speed is lower than the slow-upload threshold (defaults to 1 KiB/s) - ignore even the ones that are active because Seeding tasks have higher priority than downloading tasks is enabled.

I understand the purpose of this option and personally I always use it. However, I'd like to be able to tweak its behavior. I'd like uTorrent to start the next pending download if nobody wants to connect to my seed. Once somebody connects to my seed uTorrent may very well requeue the download and service the peer.

Back in May 2006 posti thought uTorrent's current behaviour to be a bug and started a topic here within the Bugs forum. The only similar actual feature request I've found is a thread by Uzm here from last December.
