Tracker Problem

uTorrent 1.8.3 reports that the following tracker is "offline (timed out)":

http://inferno.demonoid.com:3395/announce

I can open www.demonoid.com on my iPhone, but I cannot on my laptop. Ping reports the following:

An earlier ping said that the network was not reachable.

I see the following when I ping a related web site:

How can I tell whether my ISP (att.net) is blocking this web site?

Does this look like a different kind of problem?

What does "communication prohibited by filter" mean? Does this mean that demonoid has been shut down again?

What does all this mean?

www.demonoid.com has a history of being an unreliable tracker.

Trackers can go down even when the website they're on isn't down.

Everything was okay again after I shutdown, allowed to cool, and then restarted my DSL modem, Airport Extreme, and networked computers.
