I have followed portfoward's directions exactly, restarted my router, adjusted all of the settings suggested in the stickies, tested to see if my ISP is restricting utorrent (it's not in any way), my download speed tests between 3,000/kbps-6,000/kbps. Yet, my download speed tops out at 150/kbps and had an average of 40/kbps. I don't know what to do. Please help me.
