Problem uploading torrent

I created a torrent to share with a personal friend. I enabled the bt.enable_tracker in the advanced preferences. I set the tracker address to: http://mypublicIP:portnumber/announce.

My friend tries to connect to this torrent via URL and he is unable to.

I have uploaded many torrents and know that my port forwarding and firewall/router settings are all correct. However, my tracker status is constantly saying 'offline (timed out). How can it be offline when my computer is the tracker?

Any help would be appreciated. Thank you.

You should use a private torrent with a public announce, and don't use the internal tracker.
