Bandwidth Control of Active Torrents

One thing missing in Utorrent is the best control of torrents Assets, repair for the following ... Configured for 4 active torrents, only one of them is using very little of upload bandwidth, equivalent to 0.1 kb / s, and it would be nice to have a place where we can configure to ignore below certain values, such as using less than 0 , 1 kb / s are included in the four selected assets, and could have a place to set to discard, or ignore, and not as active torrent count certain speeds, thereby giving time for other torrents go to seed.

I think utorrent has its own system to ignore, because they are 5 active actually one of which is that at low speed (- 0.1 kb / s), but it would be ideal configurable according to the will of User.
