Command Line Option /STOP_ALL

Would love to have a command line option to start with all current torrents set to 'stopped'. I have run into a few issues along the way with the home network and then with my utorrent box going down in a power outage. /STOP_ALL allows for starting in a dead state and allowing a selected 'checking' or to restart a few torrents while experimenting with network settings.
