abysmal upload speed

Hey guys,

Pretty new to torrenting here. I'm on a private tracker site so I need to keep my ratio up. I'm seeding nine torrents right now, and they're all looking good and green, but I can't seem to get my upload rate past about 1.0 kBs and even that's rare. My upload speed for my internet connection is 5.6 mBs, so obviously Im way lower than I should be. I don't think it's a bandwith problem, cause there's no way my bandwith is keeping it that low (even if the bandwith isn't necessarily optimal), and I have the firewall option checked for my windows 8 system. So I'm not sure what else to try. Sorry for the possibly entry level question but i'd appreciate any help. Thanks in advance.

Not on a 'private' tracker, 1kB/s or below is pretty much the norm.
