Switeck
2nd link in my signature...choose settings no higher than 800 kilobit/second upload, possibly lower to combat Cox throttling issues.Disable UPnP, NAT-PMP (in Connection), DHT, LPD (in BitTorrent), and Resolve IPs (Right-Click in PEERS window of an active torrent for menu).FORCED encryption on outgoing connections, and try both disabled and enabled incoming legacy (NO ecryption) connections.Expect worse results during peak evening hours when more people are overloading Cox's pitiful cable networking. Cox probably has 200+ customers sharing a single 38 megabit/second download channel!More people on Cox having problems:http://forum.utorrent.com/viewtopic.php?id=54137http://forum.utorrent.com/viewtopic.php?pid=394983#p394983
