error: the proces doesn't have access to the file --Plz help--

error: the proces doesn't have access to the file, as it is being used by another file, this is the error I have. when i right click the download and click start it starts again only to get the error message again after 5 mins.

i have tried all the solutions on the site, uninstalled, avg etc, turned off flush files and so on.

I have downloaded numerous times, and i have never had this error before, I have vista and 1.7 btw

Does any1 have a solution plz help me!!
