You can decide for yourself... with active torrents downloading / uploading you can change to the Speed tab and scale back to 5 or 30 second intervals. If you see the upload line relatively straight that means you are consistently/continuously uploading at the speed set. This also allows you to test what effect pumping out 3 KiBps more (if you're on .25 Mbit that's a whole 10% more throughput). Don't forget you can setup the OpenOffice torrent as a download-checker while you are uploading near-max on other torrents to see how much your download is affected by pushing out that last 5-10%. Incidentally this is the reason why under the GLOBAL connection settings you have the option of setting a different (read as: higher) upload when not downloading.
