It allows changing/editing/saving bencoded data. It just so happens all uT config files are bencoded so it's a nice GUI way to edit things. Torrents are also bencoded btw.PLEASE NOTE: Backing up ALL relevant files before editing is recommended as B.F.E. is an advanced user tool and therefore comes without additional support without specific questions.
