Uhm, Tiscali gets press about overloading their lines. Short of a MASSIVE (20% of their total paying customer base would be enough i reckon) revolt and leaving to other places, nothing will be done it seems. Basic data @ http://en.wikipedia.org/wiki/Tiscali

If you've already tried Ultima's How-To post #2 and forced encryption and not allow unencrypted traffic.. not likely

Basically what you're trying to do is make sure you are ONLY advertising yourself to peers/tracker. Period. No extra features like DHT or DNS resolving. No fancy 100 peers per torrent. No "but I like running 10 torrents at once". You dig?

It's your choice. Not all of the shaping methods show immediate results. Since it's likely you're already on an oversubscribed line turning off those features and keeping a low connection count can only help you. The best help would of course be to switch ISPs but like in the US, in the EU places only get 1 broadband provider.
