What's the speedtest results you run (when not download/upload-ing anything else on your line) ?Have you tried turning on encryption or anything else from the http://forum.utorrent.com/viewtopic.php?id=15992 troubleshooting thread?There's also a possibility if you're highly impacted that 1.8 can get around any shaping you experience.
