Switeck
Try lowering your upload speed to only 4 KiloBYTES/second. Your download max will be limited to 24 KiloBYTES/second even if the torrent might go faster...but if you're not sustaining a 5 KiloBYTES/second upload speed you'll probably be better off at 4. Switeck
I know nothing about the context of: "i don't have nor peers neither seeds why?"Did you stop your torrent? Not sure whether the torrent/s you're running on that you're a peer or a seed?If you close uTorrent before shutting down the computer, uTorrent should pick up where it left off.If you just shut down the computer while uTorrent is running, literally by yanking the power cord, there's a fair chance that you'll end up losing data.
