Kage Posted December 23, 2008 Report Share Posted December 23, 2008 I followed the FAQ, did everything on portforward.com, and I still only average 65KBps download / 120KBps upload. When uTorrent is running, my internet connection becomes so slow, I cant even open web pages on any computer in the house.This happens when I use uTorrent on my laptop with Vista SP1 or my desktop with XP SP 2.Does this sound like I'm the victim of Bandwidth Throttling?Side note: I am running on Time Warner Cable (Road Runner) in the Southern California area - I have yet to see any stories about bandwidth throttling out here.
