command line enviroment variables for folders locations

It would be nice to be able to say directory locations of download files with environmental variables.

For example, if i have multiple users their desktop folder will be different:

C:\Documents and Settings\User1\Desktop\

C:\Documents and Settings\User2\Desktop\

C:\Documents and Settings\User3\Desktop\

But if i can use enviromental variables then i could just say

%homepath%\desktop\

That way i don't have to worry on changing the download location every time i download files. Also when i install utorrent and apply the configuration settings on another machine because the folder will very on the account name.
