Speed bumps up and down

Speed going crazy _____/\________/\_________/\ literally.

I have a router but didn't use port forwarding, only the UPnP port mapping.

No idea why, help appreciated. :|

After I restarted my computer and router, my download speed stabled. At a "magnificent" 0~5 kbps.

I ran the test in the Utorrent Setup Guide, and the port was ok. However the speed test came back with :

Data send error: A local networking problem closed the connection (10053).

Preferences:

UPnP and NAT-PMP is enabled, so is added Firewall exception

Enable bandwidth management is not checked.

in advanced, the following are changed (everything else is default)

bt.connect_speed 4

bt.transp_disposition 5

net.max_open 4

Seeds are around 21(611) and 13(42) for the two files I am downloading.peers are at 3(1053) and 9(111) respectively.

Help please
