tracker timeout issue

I am currently in university with a pretty fast internet connection.up until a couple of weeks, torrents were working fine. but, for the past couple of weeks, i am having timeout issues with http trackers.I use private trackers mostly. so, i switched to SSL on the tracker and it does the trick but only a select few trackers support SSL.I was wondering if there was another workaround for this.

On the other hand, i downloaded a .torrent file from a public site, all the http trackers are in a timeout state whereas udp trackers are working fine.Is this symptomatic of a network configuration issue or the network admin using tools to block ports which trackers try to open to initiate communication.Any ideas and suggestions??

Well there's your problem.

I'm not a noob asking for ways to bypass university's restrictions. I'm pretty comfortable using VPN's and seedboxes from time to time. I'm posting here because i am able to get udp tracker support but not http support which is often the other way round. I was wondering if it could be a network configuration issue or is it just my network admin.
