How to limit bandwidth per connection or peer?

Hi,

First of all. Thank you very much for this really nice app. Big fan.

Second, I would like your help with my ISP connection. Not sure if I can prove it, but my assumptions is my ISP throttle connections when they reach 300KBps. As soon as they reach that speed the connection is dropped. I tested various configurations but only I set the maximum download bandwidth rate to 300KBps I started to see stable connections.

I would like to troubleshoot this a little further, so is it possible set the maximum download bandwidth per peer?
