ericnyamu
when a tracker reports that it has for example ten completed download for a particular file and another tracker reposts it has 20 completed downloads for the same file . does it mean that that file has been downloaded 30 (20+10) times ? DreadWingKnight
Not necessarily. It may only mean 20 total, depending on how the trackers are put in the torrent.

DreadWingKnight
The way uTorrent behaves with multitracker torrents, uTorrent clients will announce to multiple trackers at once, causing the situation where the same stats are sent to all the tiers of trackers simultaneously.
