Download Speed Less than 1kbps once hitting 1.2%

I know there was a previous post stating they've also dropped at 79.2%, and some admin replied it's due to the 0.8 availability, but currently i'm torrenting skyrim, perfectly fine download speed until i've hit 1.2%. Also tried reloading alot of times and restarting download, didn't work. And my availability is at 24.990. What's the problem and how can i fix it? An alternative is if someone could link me to another skyrim legendary edition torrent XD Thanks in advance.
