V2.01 -uses small uTP packets, if net.utp_dynamic_packet_size = false

This seems to be only when an UL speed limit been used.

no, I don't think Windows sends out 200 byte X 7 if you give it a 1400 bytes packet. It might send MTU sized packets if you give it a 16K packet...
