Flags.conf does it fine

http://www.utorrent.com/faq.php#What_is_flags.conf.3F

use Firon's one to add 161 ISP ...it covers your Canadian ISP's ;-)

http://firon.site.voila.fr/flags.conf

More flags.bmp and more flags.conf file ( 358 ISP ... 360 if you merge them... inter.net is both CA & DE assigned) in the first post here : http://forum.utorrent.com/viewtopic.php?id=2070&p=1

CAUTION peer.resolve_country makes µTorrent use a DNSBL service to resolve flags. This CANNOT be used in conjunction with a flags.conf!
